Manages purchasable player buffs.
It verifies that the map's power is turned on and that the player can afford the perk.
It grants abilities by applying Movement Modulators (speed), Damage Amplifiers, or by completely changing the player's class to grant specific health/reload buffs.
It dynamically spaces and stacks visual perk icons onto the player's UI so they always know what buffs are active, and completely wipes their perks and resets their class if they are eliminated.
